My game doesn't seem to lagg anywhere else, except for scrolling when I move in, out, around, and edge scrolling. How should I fix this?

Your graphics card is very weak. Theoretically, the game should not even turn on. Set the graphics options to minimum in the game options.
Could you post a DxDiag? This gives us a bit more information into your system and what is going on.
