Sim extreme lag

How often does the bug occur? Often (50% - 99%)
What expansions, game packs, and stuff packs do you have installed? All except pet stuff
Steps: How can we find the bug ourselves? Just try to play sims
What happens when the bug occurs? Every few minutes all sims in the household will stop doing what's in their queue and just stand there going "mhm hmm" and making hand gestures as if they were having a conversation. Sometimes it takes two sim hours for them to snap out of it.
What do you expect to see? I expect them to not get stuck like that.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. Only started after the 19th patch and the seasons ep
Not sure if someone else has this issue but it only started after the seasons patch and seasons ep. I've never had lag before. It is not a freezing issue. They still move their hands around and say say "ahhh" and "Mmm hmm" like they would in conversation but they are not actually doing anything. It takes a long time for them to snap back to life and then it just does it again moments later. I tried removing CC but it still happened. It's pretty much unplayable right now.
