After doing some digging, I realized the issue wasn't strictly with tanning, but showering/using the tub as well and I found this thread that talks about the bug. It looks like it was resolved for some people but not others. I ended up "fixing" it by installing the MCCC mod and resetting the bathing outfit.
@AmethystBlade Yeah, I remember that. Once the IL patch came out, I had the same problem with one of my saves. There was a mod I had to install briefly that fixed it. Removed it after. Worked like a charm. Haven't had the problem since with any old or new worlds.
