Sim unable to hold conversation - cancelled chat interactions

How often does the bug occur? Often (50% - 99%)
What is your current game version number?  1.59.73.1220
What expansions, game packs, and stuff packs do you have installed? everything except university , moschino stuff and strangerville
Steps: How can we find the bug ourselves? it occurs in general
What happens when the bug occurs? My sims don't have a conversation and carry a conversation, they will talk and then the interaction will constantly be canceled on the queue
What do you expect to see? This has to be fixed because of how to socialize when the sim is unable to
