@Teknohunter There are a few errors in your dxdiag definitely or probably related to your graphics driver, so start by installing the newest version from Nvidia:

Don't use GeForce Experience or any other driver updating utility for this; do it manually. Run the driver installer as an admin: right-click on the download and select "Run as administrator." Select a custom install and the "perform a clean install" option.
Given one of the errors in your dxdiag, this should be done regardless of whether the issue has anything to do with Sims 4. But if a new driver doesn't help, please move the entire Sims 4 user folder out of Documents\Electronic Arts and onto your desktop, let the game generate a new one when you launch it, and let me know how long it takes to load a new save.
