@EA_Mai City Living, Bowling Stuff and Dine Out are shown as owned on the origin website.
Hi @QueenSunday,
Please, go to C:\Program files (x86)\Origin Games\The Sims 4 folder. Can you see a EP03 folder in there?
If not, as you mention the games are showing as not downloaded in Origin, could you try to download and install The Sims 4 City Living again?
After Origin is done, could you check if the EP03 is now in C:\Program files (x86)\Origin Games\The Sims 4 ?

@EA_Mai I only have a C:\Program files and when I go into Origin Games it is empty 😞

Ok, @QueenSunday, no worries, that means we are checking in the wrong place. C:\Program Files\Origin Games\The Sims 4 is the default location but that doesn't mean it can't be changed 😉
So let's see where your Origin is installing the games!:
- Open Origin client, and log in if you aren't already.
- Click the Origin menu and select Application Settings.
- Go to Installs & Saves tab.
- Under 'On your computer' section, check the 'Game librarly location'. This is where your games are being installed and where you should go to look for The Sims 4\EP03 folder
Can you find it there?

@EA_Mai Origin is saying it should be under Origin Games but I found it under the Electronic Arts. Weird! Should I try and reinstall under Origin Games?

@EA_Mai Well I tried reinstalling and I'm still having the same issue.
Did some more research and found that it was a firewall issue. McAfee wasn't allowing enough access. Thanks for all your help!
