Sims 4 Can't seperate household, due to too many sims?

Platform:PC
Which language are you playing the game in? Dansk
How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Expansion Packs - Cats & Dogs, Get To Work, Get Together, City Living, Game Packs - Outdoor Retreat, Spa Day, Dine Out, Vampires, Parenthood Stuff Packs - Vintage Glamour Stuff
Steps: How can we find the bug ourselves? I don't know, really. It just happened suddenly.
What happens when the bug occurs? The Seperate Household & Edit Sims buttons get greyed out, and unclickable. Then something like "You have too many simmers in your household. Delete simmers from your household" appears over it in some chat bubble thing.
What do you expect to see? I try to seperate a simmer from a household, but can't click the seperate household button, even though the household only has 4 members.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I'm sorry if this has already been answered, and the answer is really obvious. I don't know what to do.

    It happened before I removed mods., after too

     Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by right clicking on the game in Origin.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave)
    • Custom content like clothing, hair, skins, make up ....
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

    Did you tried MCCC? In the live mode, click a sim and select MCCC. Then, "edit household in CAS"(something like this). This will show CAS UI.

    Maybe you have 4+ ghosts in your household.

    Are two or more of your sims pregnant?

    Unborn babies also count toward the maximum number of sims in a household.
