Sims 4 Cats and Dogs expansion pack disappered

Not sure if this is the correct form. I have spoken to probably over 20 people on the 'live chat' who have not been very helpful as they keep giving me different people who then ask me for the same information and same solutions which do not help, so I am quite frustated. I have always played on PC and have played on the same PC ince the sims 4 came out. I have all the add-ons. A few days ago I downloaded the EA app onto a PC I have to be able to play on there as well. I downloaded all of the sims games and pressed play. Once the game loaded it informed me that the Cats and Dogs was not downloaded so I existed the game and went to download it. However, I cannot download it as it is not in my library and when i search it it gives me the option to purchase it. I purchased it in 2017. I then went and checked on the PC that the sims 4 has always been on and it shows the same thing "that I need to purchase Cats and Dogs". This is wehn I started contacting the EA people. 

They told me to clear cache, app recover, repair game, uninstall the EA app, which I did multiple times. No of this did anything. Then one of them told me they can see the expansion pack in my account. So I decided to enter the game on the PC. Once the game started I looked at my packs and it shows Cats and Dogs and that it is installed. I checked one of my saves and the Cats and Dogs pack is all there. So I then went to the laptop and did the same thing. When going to the My Pack section on the home screen it shows I have Cats and Dogs but says I must download it. 

Therefore, it seems that there is an issue with either the EA app or my EA account as it clearly shows on the Sims that I have purchased it. If anyone has any ideas on what I can do it will be greatly appreciated as I know cannot download it so don't want to play on the laptop without it installed.
