@Sevreign Again, was this in a clean user folder with absolutely nothing added back to it? Messed up needs bars sounds very much like a mods/custom content issue, although that is of course not the only cause. But since the fixes for those other causes are somewhat inconvenient and/or time-consuming, it would be best to eliminate third-party content first.
This error itself is an access violation, too generic to be of much use by itself, but the faulting module is a core component of Windows. This component is unlikely to be corrupt itself, since your computer presumably still works in general; it's more likely that the game is misusing the resource. Still, if the problem happens without mods or cc and you want to address potential issues on the Windows side, a repair install would be relatively quick and simple. Here's how (option two):

This shouldn't delete any of your data, but if you get to step 14 and are NOT asked to keep personal files and apps, back out and start over.

Just did the windows repair thing, everything went well it seems but unfortunately the problem with The Sims 4 remains unsolved.

I've decided to run some more basic tests after the OS repair incase it's different. What I've found is that now the Fault Module Name is a sims .exe file instead of a .dll, I think that's progress?
Anyways I've logged all my attempts and what I did between attempts. Hope this helps!

I decided to try a clean boot and it seems like it fixed it, I added some mods/CC and that seems to break it again. I created another document of my changes and crash reports.

I am having a similar issue and I can't seem to find a thread that fully resolves the issues. I have uninstalled and reinstalled my Sims 4 game 5 times, I have checked if I had corrupted files and I didn't. I have scanned my computer multiple times and checked if there was an update out for the Sims 4 (which there is not). I have followed the steps listed in these posts but I can't seem to find a permanent solution. The only time the game works is with just the base game and my packs.
