Sims 4 flashing black and white screen when trying to launch

I have been recently having an issue when I try to launch Sims 4 (doesn't matter if I do it from my desktop or the EA app). When I attempt to launch it, the screen goes from white to black a couple times before finally getting stuck on a white windowed screen with my cursor stuck as the blue loading symbol, I never make it into the game at all. I can't even press the X at the top right to close the game, I have to control + alt + delete and end it in the task manager. I included a screenshot of the endless white screen in case it somehow helps give an idea of what's going on.

The first time it happened was after I downloaded some new stuff packs which has never given me an issue before and to my knowledge the packs have been around for a while so wouldn't expect any bugs from them. Up until this started happening, my computer has run the game flawlessly.

I have tried a lot of things to fix the issue. I removed all my CC and mods, repaired the game in the EA app, unistalled the game and reinstalled, I even tried uninstalling the whole game and reinstalling WITHOUT the stuff packs I had just purchased. My latest attempt has been factory resetting my whole computer and downloading everything again on the off chance some setting got messed up. 

I also included my dx.diag for more info on my computer, it is an HP Victus. Any help is appreciated!
