Instead of downloading a driver from Intel, download the driver package Microsoft offers for your model laptop, the one for Windows 11:

You can just run the installer, while still offline; it should install a fresh copy of the graphics driver as well as any other updates you might be missing. If it doesn't work while your computer is offline for some reason (it should, but I don't own a Surface and can't test), go back online and try again.
Please note that you already have the newest graphics driver installed, so simply opening the Surface app and checking for updates won't help here. You need a fresh copy of the driver.
This issue could easily explain the Sims 4 freezes, but if the game still doesn't work after reinstalling the driver, please try launching it in windowed mode. Go into Documents > Electronic Arts > The Sims 4, open Options.ini, search for fullscreen , and set it to 0 (zero).
