It should be able to run all Sims 4 packs together on medium-high or high graphics settings. It doesn't have a lot of storage, but 256 GB is certainly enough to hold Sims 4 and all your user content.
Alternately, if you can find a Windows 10 key cheap—you only need the key itself, so don't worry if it comes with a very old install medium—this option would work too:

You'd need to install Windows yourself, but that's quite simple if you have at least temporary access to a computer that already runs Windows as well as a USB stick (at least 32 GB) you don't mind erasing. On the other hand, if the Windows key costs as much as the difference between this laptop and the first one, it's probably not worth it to get the cheaper option.
The proper gaming laptops, capable of running Sims 4 on ultra settings, are significantly more expensive, for example this one:

It's actually overkill for Sims 4; if you could find an option somewhere with an Nvidia 1650, that would still handle ultra settings and possibly be a lot cheaper.
