I had this problem myself and I figured out the culprit was my antivirus. I have Bitdefender and it kept blocking Sims from running. I had to go in and specifically allow the application (through safe files - Application access). This might not be the case for you; but I never found that solution myself when I had been searching.

@rsanna ...thanks, forgot all about Bitdefender doing this time, went to check and it was blocked AGAIN!!
