Sims 4 isn’t working with CC

I have tried EVERYTHING. 

So lemme start by saying that a few weeks ago, I wasn’t having any issues and was playing fine. I had CC and then shut down and restarted without any problems. I added a few more CC, and then it started problems. The things I added were pose packs. What would happen is when I would go into the build and try to go back to the game, it would free. I could move the camera around and everything, but it wouldn’t allow me to click anything or do anything. 

I took out some of the newer things I added, and it was still giving me issues. Then it started to free at the first loading screen. So I would take out all my CC, and it would load fine, but would glitch if I had it on full screen mode. So then I decided I’d be fine with it in windowed mode. But then it stopped loading all together. With and without the CC. So I restored my entire computer. Reinstalled the game. And it was fine. I placed new mods into the game, and I was only allowed about 6 CC, before it started to glitch again. 

I moved the game into different drives and tried doing all different things. But I want to play my game with CC, for a video I’m planning on making. I don’t understand why it’s worked so well in the past. 

is it possible I have too many expansion packs. I have all of them except 1.
