@Kaitlen18 When you tried the new folder, did you add anything back to it before testing? If you did, please repeat the test but with nothing added back.
If that doesn't or didn't help, please run a dxdiag and attach it to a post.

@Kaitlen18 Please test without your saves and Tray files present, just to be thorough. They don't usually cause issues, but removing them (or a few of the files) is a lot faster than the next suggestion.
That next suggestion is to try playing in a clean boot:
The one service to leave enabled is the EABackgroundService, which the EA App needs in order to run. Disable the rest as described.
When you reboot your computer, go through the Task Manager's background processes list shutting down any service that doesn't absolutely need to be running, for example anything related to HP support software might still be enabled. If you accidentally kill a critical process and it doesn't restart on its own, just reboot your computer again.
Don't open anything other than Sims 4 and the EA App while testing, not even a browser window.
