Your computer should handle basa game but I don't know what add-ons you have. However, the graphics card is quite poor and the amount of RAM is not very large and this can cause lagging even if you only have the game without additions. You can try to lower the graphics requirements in the game options.
However, you also have problems with the system.

Well, certainly, such a large amount of CC doesn't help the game to run well. But you have lags in the game because your graphics card has too little dedicated memory and does not meet the game requirements for add-ons such as Dogs and cats and all subsequent packs. Your computer is doing well enough to start the game! Because in theory, it shouldn't. Lower all graphics requirements to a minimum, because your game can turn off at any time. If you have all the expansion packs and want to play without a problem, I would think of a new computer.

You had errors related to XBox gaming overlay, so you should shut that down.
