sims 4 (lot and sims problem)

i bought my sims an apartment and just finished the interior and went to play live mode but my sims arent "moved in yet" and now dont have enough money to live anywhere and i cant get them off of my ...

Let them live on an empty lot and cheat in some money.

You can do that by using CTRL+SHIFT+C and type in Kaching or Motherlode. 

Then use the phone and move them again.
