are you using oneDrive ? If so, could you check if you also have a Sims folder there ? The game might be using that one.
I don't use OneDrive at all. Any other ideas?

Hi there, it's a little hard to understand fully.. but here's some ideas based on what I can 'glean' from your description.
1: If you mean your mods can't be found in your game but you have them in the correct sims 4 folder; then it still could mean that you have broken cc or game mod that is stopping them from working. As you say it doesn't 'crash' but you still have problems.
2: You'll have to remove the cc / mod folders one by one to find the broken one (by restarting the game each time) that is stopping the rest from being 'seen / working' in game.
3: There has been a huge amount of cc and mods becoming broken since the Cats and Dogs package, Sims VIP have made a huge posting on broken and updated mods and cc; worth checking through that list.
4: If you mean your cc have vanished.. try checking your recycle bin?
Hope this helps,
Sasha
nb: it could help if you upload a few small screenshots (by clicking the little picture icon when answering) of your Sims 4 Game: folders / path.
