@amf189 Please do a clean uninstall and reinstall of Sims 4 and the EA App, as described here:
Please also try to open Sims 4 immediately after restarting your computer, with nothing else open aside from the EA App.
If this doesn't help either, please look for new errors in the Reliability Monitor. Hit Windows key-R and enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day. Today is on the right.
Look for an error that happened at exactly the time of your most recent attempt to launch Sims 4, specifically after reinstalling. If you find one, double-click it to see more details, then copy that info and paste it into a reply here. If you don't see a new error, check back in an hour or so—the Reliability Monitor doesn't always update right away.
@puzzlezaddict thanks for your help so far. I did all of those steps and am still receiving the repairs needed error for the game.
The only informational event displaying for today is the EA app successful installation. There is no error showing from when I launched the game (and I’ve waited a few hours and the last updated time on the report is after the last attempt to launch).
Any advice on what to try next?

@amf189 Did you reapply the -dx9 setting after reinstalling? It should have been removed, and I meant to mention that in my last post but forgot.
If that's not the issue, I'd suggest running chkdsk to make sure there's nothing wrong with your drive. There's no evidence of a problem other than the "repairs needed" error, but it's still a reasonable possibility at this point.
- Hit Windows key-X
- Choose either “PowerShell (Administrator)” or “Windows Terminal (Administrator),” whichever option is offered
- Inside the window that appears, copy and paste "chkdsk /f /r c:" without quotes, and enter
- You'll be asked to allow a restart; say yes
- When the scan is done, use this guide to find the results
- Repeat for drive D: use "chkdsk /f /r d:" without quotes
You should be able to attach the report to a post as well. Running chkdsk will take some time, so you may want to leave it while you're doing something else.

@amf189 It looks like your drives are in good health, or rather your two partitions of the one drive, but that chkdsk did need to do some cleanup. That's nothing to worry about since it was successful. Can you play now, or do you get the same error? And when you reinstalled the game, did you reinstall it to C or D?

@puzzlezaddict I still get the same error. And when I reinstalled, I installed it to the C drive.
Any other ideas on what to try? Do you think it’s because this computer is old and I’m running Windows 7 for it?

@amf189 The problem might be Windows 7 combined with the age of the hardware. There is a known error related to Windows 7 and Sims 4 in DirectX 11 mode, but the problem goes away in DirectX 9 mode, and you're getting a different error than those other people. Here's the master thread if you're curious:
I really don't know what else to suggest here, unfortunately. I can't prove that the problem is the OS or the old hardware, but it's a very reasonable possibility. If you want to take one more shot at it, I'd suggest doing a clean reinstall and using a folder on D (which is the same physical drive, but the different address in the file system might help). It's the same process as before, just with a different install location.
Other than that, I suppose you could reinstall Windows, if you're willing. But it might be time to start looking for a new computer. Aside from all these issues, the newer one should be so much faster both in Sims 4 and in general.
