Sims 4 Packs not active in game

I recently went to play TS4 and noticed that none of my packs were in the game. In attempts to fix it I have done the following:

• Confirmed my EA account was the one that made the purchases
• Repaired TS4 and all packs
• Cleared TS4 cache
• Reinstalled TS4 and all my packs (3x)

Weirdly, I have gone through the installation process for each pack. But then when I open the TS4 none of the content is there. When I go to the "store" tab in TS4 it says I don't have the packs. It also says I can't buy any packs because "You must purchase The Sims 4 to purchase this pack" which makes no sense because it is Sims 4 telling me buy Sims 4.

Any help would be appreciated!
