Sims 4 perpetually loading in Create A Sim Mode

@DirtyBathtub Did Sims 4 ever work on this computer? It's of course possible that you received a defective laptop, but it's also possible that the issue is something about its setup.
Please try playing while your computer is offline. You can sign into Origin and put it in offline mode, then disable wifi and/or disconnect the ethernet cable before pressing play. Please use a(nother) clean Sims 4 folder when testing.
If that doesn't help, create a new admin Windows account and try to play in that. Make it a local account, as in, don't sign into Microsoft, and don't sync with any other services you normally use. The username should contain only letters and numbers, no special characters or accents.
If that doesn't help either, I'm curious whether the game will load into live mode if you force the use of the integrated graphics chip. Hit Windows key-i, select System > Display > Graphics settings, click Browse, and find TS4_64.exe. Then click on it, choose Options, and select "Power saving," which should list the Intel chip rather than the Nvidia card. Performance will obviously not be anywhere near what you'd want, but the question is whether it works at all.
