Sims 4 stops responding and sims stuck in time/action

Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.80.69.1030
What expansions, game packs, and stuff packs do you have installed? all expansion packs all game packs apart from the star wars pack kids room stuff, laundry day stuff, moschino, movie hangout, nifty knitting, paranormal stuff, perfect patio, spooky stuff, tiny living, toddler stuff and the bust the dust kit
Steps: How can we find the bug ourselves? it's basically starting right away, even after launching the game. It's noticeable.
What happens when the bug occurs? The game has been running "ok" for like 4-5 sim days after it started (after pack download) Everytime I launch the game, the Time doesn't work, aka. I pause, but the sims are still moving and the game isn't actually paused. When I try to regulate the speed, it doesn't do what I press. Sometimes the time just stops and all sims are stuck in their action too. When I try to save or leave the game, it doesn't let me, until the bug stops for a few seconds. One "lag" or one "stop" lasts up to a few minutes even.
What do you expect to see? I would like to have my game run smoothly again, I even deleted some mods and cc, because I thought that that's the reason. Nothing changed. It's the first time this has happened and it only happened after I got the Cottage living and the bust the dust pack (after a few sim days). I would like to be able to save normally or go into normal actions without being stuck in the action for a few minutes.

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I downloaded Cottage living and bust the dust, after a few sim days it started the problem described above.

I got a lot of cc and mods, but they've always been working and I didn't install anything new recently. The game was running fine until I got the cottage living and bust the dust packs.

I removed all cc once, still happened and removed just specific mods and cc. Nothing changed.

    Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by right clicking on the game in Origin.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
    • Custom content like clothing, hair, skins, make up ....
    • ConfigOverride, if you have your own configuration files.
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

    What is your current game version number? 1.95.207.1030
    What expansions, game packs, and stuff packs do you have installed? All Expansion packs, only missing the StarWars and Paranormal stuff/game packs, and have the dust bunny kit, bathroom clutter, plants kit and a few others.
    Steps: How can we find the bug ourselves? I play for a while and then I notice my sims all of them have not move on to the next task set. There isn't one thing that seems to set it off. 
    What happens when the bug occurs? My game will be going along find and then time keeps moving but my sims are frozen mid action, whatever it is they are doing when it hits. They might move a little but they wont finish the current action and I can't cancel it. ResetSim doesn't work, Neither does the reset through the testing cheat. All I can do is not save and shut down my game. I even had a neighbor sim come visiting and was standing outside talking to one of the 2 sims in the household in question and after asking a question they both froze as did another sims that was on the sidewalk petting one of the families dogs. And again I couldn't cancel out of the action, I couldn't send the neighbor home, and reset didn't work. I had to quit the game. I also tried returning to a save from last year and that didn't help either.

    What do you expect to see? I'd like to be able to continue playing this household it's one of my own that I recreated from my sims 3 game families (one I created even back then).

    Did this issue appear after a specific patch or change you made to your system? I'm not sure since I switch between households and only have seen this issue with this household. And I only started seeing it maybe in the last half of 2022. 
    Please describe the patch or change you made. Beyond maybe adding bought EP, SP's and keeping mods updated I haven't made many changes. It's hard to pin down since I only even played this household 2 times last year.
