    @ThatsLush18  Please test with no mods or custom content, as in, move the Mods folder to the desktop.  You don't need to save your progress.

I am having this problem to this very day.  I am using no mods, no CC, nothing since there was a big update all mods have been disabled and deleted. This caused hours of skill building and career work on a character to prepare to go to Batuu (finally for my first time) to go wasted.
