I think I had this issue when I had Teamviewer running, do you have something like that running?
If you don't, could you try renaming The Sims 4 folder in Documents?
- Go to Documents\Electronic Arts\
- Rename the 'The Sims 4' folder to something like 'The Sims 4 old'
- Start the game, this will create a new folder.
- Test the game, if it works fine start moving folders from 'The Sims 4 old' over to the new folder.
And I do the new folder thing every time I want to play because of this issue.

Could you post a DxDiag? This gives us a bit more information into your system and what is going on.
