@StormzyFan As a test, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, if it launches, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just let me know whether you can get far enough to start a new save and play in live mode for a bit.
If that doesn't help, please run a dxdiag and attach it to a post.

I moved my Sims 4 folder to desktop and still had the same problem. Sims says its running on steam and ea but does not show up anywhere but in task manager. I've attached the dxdiag I ran, any tips on what to do next?

@StormzyFan Your dxdiag lists some generic Windows update errors, so it's a good idea to run a couple of basic checks of your Windows system files:
- Hit Windows key-X
- Choose either “PowerShell (Administrator)” or “Windows Terminal (Administrator),” whichever option is offered
- Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes, and enter
- The system will start validating soon. If it throws an error, please list it here
- After it reaches 100%, hit Windows key-X again
- Again, choose “PowerShell (Administrator)” or “Windows Terminal (Administrator)”
- Inside the window, copy and paste “sfc /scannow” without quotes, and enter
- Post the message you receive here
Restart your computer, hit Windows key-i, select Update & Security, and click the box to check for updates. If any install, restart again afterwards.
When you go to play Sims 4, restart your computer first, and don't open any apps for five full minutes. Then open the Task Manager and let me know how much memory is in use. If it's more than 3.5 GB, click the Startup tab and take a screenshot of what you see there: I'd like to know what's running on startup that might be eating RAM.
Try again to play after this, but with nothing open except for Sims 4, Steam, and the EA App.

@StormzyFan That's fine. Does DISM run? It should start verifying and let you know when it reaches 100%. If it's just frozen like in your screenshot indefinitely, restart your computer and try again.
