LlTTYCAT Your dxdiag lists alternating crashes of the graphics driver and BlueScreens that point to some driver (it doesn't specify which one) not behaving properly. Are you getting the BSODs when trying to open Sims 4, or at least soon afterwards; or is this just a coincidence?
At any rate, please do a clean uninstall and reinstall of the driver, as described here:

If that doesn't help, it's possible the two issues are unrelated. In that case, a useful test is to create a new admin Windows account and try playing there. Make it local, as in, don't link it to your Microsoft account or any email address. (Keep declining until you're asked some security questions.) You'll be able to at least try to launch Sims 4 without reinstalling anything.
