When I click on my profile in Origin app it says I'm playing the sims 4 which is weird, it doesn't show in task manager or anything
@rosamoi Restart your computer and try again.
The game already running error is a separate issue but shares some underlying causes. You can try the steps in this article:

I tried safe boot start up and it launched on that

@rosamoi Okay, so the issue is apparently some driver or service that's active in a clean boot but not in safe mode. Try another clean boot, and when you've rebooted, go through the Task Manager's background tasks list shutting down anything that's not absolutely necessary. If you make a mistake and kill a critical process, it should restart itself, but on the off chance it doesn't, rebooting your computer will restore it.

hey, i'm having the same error. i'm clicking on 'play' from origin, and nothing happens. the game doesn't even show up in the task manager as running, but when i try to launch the game(or repair it) from origin, it says that it's unplayable because it's still running. i can't understand it and i've tried setting anti-virus security walls down, repairing the game, restarting my computer (like 20 times, lol). could you fix it? because it really bugs me and i cannot play my own game ☹️

@thisistheny Please move the Sims 4 folder out of Documents\Electronic Arts and onto your desktop. When you launch the game, if it launches, a clean folder will spawn with no content. Don't add anything to it yet; just see whether you can get far enough to load a new save.
If you still can't open the game, what antivirus do you use? Please let me know, and also run a dxdiag and attach it to a post.
