Sims can't interact with npcs

I can interact with another one of my sims in the house but cannot interact with npcs, it's really annoying, especially when they come over after moving in. I have mods and cc and have updated all of them, updated and repaired the game but the problem continues. I have deleted my saves and started a new household but get the same problem. I don't know what's causing this and it's been going on for over a week now, there's no point in playing if my sims can't even make friends and can only speak to one another. I tried the 50/50 method but haven't found anything causing this. is this happening to anyone else???

    1. Move the mods folder to the desktop.
    2. Find and delete localthumbcache.package file in the game folder. Delete also all folders with the word "cache" in the name.
    3 Fix the game in Origin
    right-click on TS4 select the option "repair game"
    4. Turn on the game to create a new, empty mods folder and check if the game is working now properly without mods
    5. Check if there are new updated versions of the mods and CC you are using. (UIC and MCC there are new versions.)
    Then copy from desktop your mods and CC and paste it in the new mods folder. First, paste script mods one by one every time checking if the game is OK.
    Do the same with CC but if you have a lot of this, try the 50/50 method. divide your CC into smaller batches for example 50 pieces in one subfolder and check these subfolders one by one)
