I launched the game with the empty folder like you said, created a single sim in CAS, moved her into an empty lot, had a science baby, and was able to interact with the newborn for 1 full sim day without issues. I aged the newborn into an infant, built a one room house with just the basics, and was able to fully interact with the infant without any issues for 1 more full sim day. I was also able to edit the family in CAS and save my game.
I then went and moved over my previous save that had an issue. I made it all of 1.5 hours sim time before my game maxed memory and it crashed. In this time, I had only done tummy time (she was already on the mat toy), sat on the couch with her, breastfed her, then cuddled her. Then my clicks were not registering in game and I noticed the memory going up. I was unable to do anything else and got the error to close the game.
I'm not sure what could be wrong with that save though... does that mean I have to permanently delete my saves and whatnot that were in the original folder? :O
Thank you for the help @puzzlezaddict 🙂
@MEGABYTESMA Thanks for testing. I'm not sure you need to delete this save—it's possible this issue is fixable. If you're willing, would you mind sharing a copy of the affected save? How to upload is described here:

You're one of three or perhaps four affected players so far, so I'd like to forward your save to Sims QA in case they're interested in looking at it. It might take a few days to get a reply, so in the interim, I'd suggest playing another save or building, but don't give up on this save entirely.
If you want to experiment more, you could try saving the household to your library and placing them in a new save. The sims would lose all relationships outside their household, so it's not a great solution, but it's at least a useful test.
