Sims invited over don't show up

Product: The Sims 4
Platform: PC
Which language are you playing the game in? Italian
How often does the bug occur? Every time (100%)
What is your current game version number? 1.61.15.1020
What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Inviting over any Sim
What happens when the bug occurs? Sims will accept the invite, but will never reach the house. Sometimes they technically result in the lot (as shows by the interactions from the Relationships tab, but you can't actually find them anywhere in the lot nor can you call them to your location
What do you expect to see? To have the invited Sims show up at the front door
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, but the problem persisted even before them.
Did this issue appear after a specific patch or change you made to your system? No, since the latest version is the only one installed 
Please describe the patch or change you made. None

Did any of you experience the same issue? Is it a known one?

    @wiwarez  Please start a new save and see whether the problem is still present.  If it's not, switch to playing a different family within your current save and test.  You don't have to save your progress; just see whether sims show up when invited, then quit without saving.  Let me know what happens.

    If new sims in a new save can't get their friends to show up, please move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop.  Launch the game, which will create a clean folder with no content.  Don't add anything back to it; just start another new save and test.
