Sim's needs aren't decaying

Which language are you playing the game in? English
How often does the bug occur? Rarely (0% - 9%)
What expansions, game packs, and stuff packs do you have installed? All but Adventure pack and fitness and small pets pack.
Steps: How can we find the bug ourselves? i don't know
What happens when the bug occurs? One sim's motives seem to be perpetually full, and is decaying very slowly or not at all. the rest of the sims family's needs decay normally.
What do you expect to see? A normal need decay rate. rather than one that remains constantly full for more than 5 sim hours.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

So one of my sims seems to have full needs and is either decaying at 0.1% rate or not at all, it is hard to distinguish. I have tried resetting the sim but his needs are still constant and full with little to no decay rate. Are there any other solutions besides resetting the sim that works as well? Because resetting isn't working for me.
Update 3/25/2018 6:47pm: Nevermind, I exited the game and started it back up and the issue was fixed.
