Sims' skin tones are pixelated

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.69.59.1020
What expansions, game packs, and stuff packs do you have installed? I have everything installed
Steps: How can we find the bug ourselves? Make a sim and move them into a house or apartment Note: It's easier to see the pixilation on darker sims
What happens when the bug occurs? The skin is perfectly fine in cas but it becomes pixelated once you move your sims into a house.
What do you expect to see? My sims skin shouldn't be pixelated as they are now
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

My sims started having pixelated skin after the skin tone update. I do use mods and cc and I have taken them out but it didn't change the skin at all. It doesn't matter the gender or skin tone but it is more noticeable on darker skin-toned sims than lighter or colorful sims (A.K.A The blue sim)

Two out of the three photos taken do not have mods or cc installed

It isn't as bad for lighter skin but there is sum pixilation in some areas:

Forehead, temple, nose, and cheeks

I don't know if this should be mention but it does the same thing with occult sims. The toddler with custom content is a vampire toddler but I don't know if that counts since it doesn't do anything supernatural until the toddler is a teenager. I didn't test all the occult sims but I know alien skin is also having issues
