Sims won’t die/drown from exhaustion

How often does the bug occur? Every time (100%)
What is your current game version number? BASE:1.59.73.1020 (64 Bit)
What expansions, game packs, and stuff packs do you have installed? Get Famous, no other mods etc.
Steps: How can we find the bug ourselves? Put someone in a a pool to drown them.
What happens when the bug occurs? Sims won’t pass out from exhaustion even when the bar is at 0. They don’t die from drowning in a trapped pool, they die from starvation.
What do you expect to see? Sims passing out when the exhaustion bar hits 0, and drowning as a result if trapped in a pool.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
Trying a black widow challenge and was effectively killing spouses by trapping them in pools. They’d pass out from exhaustion and drown. But the game glitched when i tried to move into a spouse’s house and it kept me in the old house but would not let me leave or interact with anything etc so I reset the game and now the problem occurs
