Sims won't change diaper

This is my first time ever complaining about this game, but it has gotten to a point where the game is unplayable. I don't use mods or cc. I turned on my game today and suddenly my adult sims won't change one infant's diaper. The adult sims ignore the command and put the infant down with a dirty diaper. I've tried repairing the game and resetting all the sims. Nothing fixes the issue. 

I have ignored all the other issues with the game (blank pictures, glitches, crashes, etc) but this is so frustrating, so I have stopped playing the game.
