Make sure you load your save game, then click on the three dots in the upper right corner to open the options menu
From there click on gameplay and check the settings for Autonomy
Make sure it's set to full.
You can also disable the autonomy for the currently active Sim (the one with the plumbob)

I have tried as you say. But it is not working.

Yes. If I start a new save game same thing happens. Even if I reinstall the game and play a new save game same thing happens.
