Sims4 (GTW) Detective problems

I'll try to make this short. Sim is just one tick away from advancement from Lt. to Captain.  Put out an APB for an Elderly female with gray hair, short sleeve shirt and a skirt that hates children....

    I found a solution to this glitch, if you have your Sim go back to the crime scene and complete all the goals, when he comes back to the station the suspect should be there. It worked for me, and now I can finally solve the case and get my sim a promotion.
