Leigh46 Please list your budget and country, and whether you want a laptop or desktop, as well as any other details that matter to you. The brand here is less important than the hardware, although brand does matter in terms of overall quality and how upgradable or repairable the system would be.
valairia1 Telling a new user to buy a PC on Ebay can introduce all sorts of problems. For one thing, not all countries have robust buyer protections, so someone who doesn't know how to properly test a new computer could end up with a defective system but not find out until it's too late to get their money back. And a user without a lot of knowledge about hardware wouldn't necessarily know what to buy in the first place, or whether they're getting enough value for their money.
It is absolutely not necessary to get anywhere near 64 GB RAM for Sims 4. The game can't even use more than about 10 GB without falling all over itself, so 16 GB total is sufficient. And a 1 TB SSD is nice to have but not necessary either.
I would also point out that in a certain price segment, custom builds are significantly more expensive than prebuilt options that use the same hardware. That's because system integrators often get steep discounts for bulk purchases and pass some of the savings on to the customer. The small builders don't usually get this benefit and would have to sell the systems at a loss to match these prices.
