Skill bar and thought/speech bubbles messed up/bugged out

I recently had downloaded a few new mods into my game and when I logged into my save file to play, I noticed that the speech/thought bubbles and the skill bar for when my sim was cooking for instance was all messed up and glitched out, making my game look very unappealing. I tried many things to fix it, including deleting the new mods/cc I downloaded, deleting the localthumbcache package from my mods folder, repairing the game, updating my computer, restarting my computer, etc. but none of those things seemed to work or fix that issue. My game runs smoothly, but aesthetic wise, this issue is really starting to get to me and I really need to fix it. What else can I do? No matter where I search up, I get no answers or advice, so I resorted to asking here. 

And to reiterate, I use CC/mods (such as MCCC, UI Cheats, other UI mods for aesthetic purposes, all of which I already deleted/updated which helped with nothing), and I don’t own any expansion/game/stuff packs as of yet. I use a gaming laptop that runs the latest version of Windows.
