Skills randomly maxed; achievements and aspirations points given in new game

How often does the bug occur? Often (50% - 99%)
What expansions, game packs, and stuff packs do you have installed? The only expansion pack I have installed is Get to Work, and I also use the Holiday Celebration Pack.
Steps: How can we find the bug ourselves? This has only been happening to me since this morning and it doesn't happen with every sim. I really haven't seen this before so I'm not sure.
What happens when the bug occurs? First I start off by clicking the new game button, and once I'm in CAS I proceed to import a family that I had created earlier today (but not played with.) After I've gotten the two sims I go to select a lot. Once they are at the lot, I get multiple achievements like the all-nighter and loner ones, and thousands of aspiration points instantly. When I checked one of my sims' skills they spontaneously had three maxed skills and a few more leveled up a bit. This typically only happens to one sim. I've tried different families and there's always one sim that instantly has 3-5 maxed skills.
What do you expect to see? Everything seems normal until the aspiration points and achievements are all given at once. Then, one you go to see your sims' skills, you find that 3-5 of them are completely maxed out.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
I have already attempted to repair the game through Origin. I also went through the steps of generating a new Sims 4 file and then importing nothing but my previous saves folder.
