'Sleep' is not an option?

No members of my household are able to sleep. I've been playing for hours and the glitch has only been happening for 30 minutes. Toddlers moodlets can be 'asleep' and their need increases but the 'sleep' task is not there. When I click on any bed 'sleep' is not an option, only napping.
