Slow/Laggy Sims 4 Game

When I first got the Sims 4 it ran perfectly fine and was fast, about 7 months ago, it started acting really slow and laggy, a week or two after I got City Living, I thought that City Living was the problem so I uninstalled my game and didn't let the City Living Expansion download into my game again. I went and created a sim and the game when I bought a house and all that stuff ran really slow. Even CAS was slow and laggy, my mouse was all laggy too. I quit the game for a few months, hoping it would go away. Occasionally it would, but it would come back again, CAS isn't laggy anymore, but gameplay when moving with WASD or turning the camera can be super laggy, if I have a household of 1 it's laggy, if I have a household of 8 it's laggy. I already cleared my cache folder. Someone please help me, I've tried to repair the game, delete all cache, all videos and screenshots, and have even set it to 32 bit. It used to work fine, but it got all slow and laggy. Going into the gallery is unbearable, the mouse is slow and laggy and pictures won't even load. It was also slow when I didn't have CC, I've removed my CC too and it's still laggy. Help!
