SOLVED. All I had to do was go into the game itself, go to "GAME OPTIONS", then select "OTHER" and then check "ENABLE CUSTOM CONTENT AND MODS".
I recently downloaded a load of CC for my sims 4 game, it is in the correct folder becauseI also play on my desktop and I have never experienced the issues I am having now. I am playing on my macbook air, no cc is showing. the cc enabled button is on and I have reset my laptop several time.

@TaylorLoganAEL I know you know where to put custom content, but in macOS, sometimes opening Documents in a Finder window opens the folder in iCloud storage, rather than the one stored locally on your desktop. You may have one local copy of the folder and another in cloud storage, and if you add the cc to the folder the game isn't reading from, it won't show up.
