Steam & EA DLC problem

I have The Sims 4 installed through Steam, and my Steam account is correctly linked with my Electronic Arts EA account.

The base game launches normally and works, but after reinstalling the game and downloading all my DLC again, none of the expansion packs are active in-game.

Before the latest major update, everything worked normally and all DLC were recognized correctly.

In EA App:

  • all DLC appear as installed / owned
  • some packs show as "in use"

 

In the in-game store:

  • downloaded packs show status "deactivated"

What I already tried:

  • reinstalling the game completely
  • reinstalling DLC
  • verifying game files in Steam
  • deleting localthumbcache .package
  • restarting Steam and EA App
  • logging out and back into EA App

The DLC files exist on disk (Delta folder is present), but the game still does not recognize them.
