In the meantime, please launch the game and see if the packs you purchased show as owned in the main menu. Click Packs then hover over the pack(s) you purchased. There will be a pop-up like this...
If the game recognizes you own the pack then the issue is definitely with the EA app. Perhaps you could try these steps if you haven't already.
1. Clear the EA app cache...
- Select the three dashes in the upper-left corner of the EA app. - Click on Help. - Click App recovery. - Click Clear cache
Then check to see if your packs are now available for download.
2. Uninstall the EA app and reinstall it, then restart your computer. Open the EA app again and click on Library, then click the three-dot menu for The Sims 4 and select Manage add-ons to see if your purchased packs are now available for download.
If they're not available there, you might then search for the pack using the search bar, click on the pack in the results view and see if there is a download option.
