Danideejay To be clear, you can't load into a lot in a new save when the lot in question is a default EA build? If you haven't tried that, with your Mods folder removed, please do so now.
If that doesn't or didn't help, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.

Default builds do not work. I even tried bulldozing or blank lots. It's any and all lots, unfortunately.
I have removed all mods to see if helped and it did not. Unfortunately it persisted.
Dxdiag is attached, hopefully you can make better sense of it.
All of my drivers are current- down to the BIOS.
