@LeftyMk8 EA doesn't support sharing or transferring content between accounts. In fact, enabling family sharing in Steam has been known to prevent the game from opening at all. So I don't think you'll ever be able to get anywhere on that front.
For the saves, have you made sure you're placing them in the folder Sims 4 is actually reading? Sometimes it uses a different Documents folder. Here's how to check:

If that's not the issue, please post a screenshot of the contents of the saves folder, as in, I'd like to see the file names. Include the address bar, above the list of files, in the screenshot.
