Hi,
Do Sims 3 & 4 work with touchscreen laptops?
Are the bugs fixed for use on Windows 8.1?
If so, what are the system requirements?

Depends on how good the laptop is. I don't think Sims 3 has any special support for touch screens but since you can use touch screen like a mouse device with just about any program, it should work.
Sims 3 does work on Windows 8.1. If you have any troubles, please make a thread in the Sims 3 forum.
There's no info on any system specs or touch screen support on Sims 4 at this point.
E3 will give us more info.
