Are you able to ask to be boyfriend/girlfriend again?
I have noticed that as a child/teenager if you change aspiration to something that requires you to have a certain number of friends you always start out on 0 regardless if you already have 1 or more friends. For instance as child select the Rambunctious scamp aspiration. While building that up make some friends when this is fulfilled change to Social butterfly and status will say you have 0 friends despite them being in the relationship panel.
