The Grim Reaper moved into an apartment on his own.

I didn't place him or forcibly added him to a family. He just sort of moved into this place on his own. No idea why his household name is Joy but he is named Grim Reaper. Also trying to ...

I was able to evict him. Found another sim that moved in on their own. I'll test later if anything happens again with no mods.

There is actually an option to auto fill empty homes in the sims 4. The more I know. Still don't know why the Grim Reaper decided to move in.
