@nycka11 Is your base game installed through Steam or the EA App?
My base game is installed on steam

@nycka11 So to be clear, you open Steam and try to play Sims 4, and you have to download the packs you own on Steam again? Do you need to download or repair the base game too, or is it already installed? What error do you see, if any?
Please also let me know where on your computer Sims 4 is installed. If you don't know, searching for the executable will help. Open a File Explorer window, click This PC in the left panel, and enter TS4_x64 in the search field in the upper-right corner. Once the search finishes, expand the window sideways until you can see the entire file path below each result. Then use Windows key-shift-S to take a screenshot, and attach it to a reply here.

My problem is that every time I start steam I have to download 7 gb dlc that I already have and should be installed, some add-ons I have on steam and some on ea app. I have the base game on steam and I don't have to update it every time, the problem is only the dlc.

@nycka11 Try clean-uninstalling Sims 4 and reinstalling to a different location on your computer, as described here:
You'll need to explicitly tell Steam to use the new folder. Here's how:
